Ninth Annual Academy to be held from October 20th - October 30th, 2006
The New York State Department of Environmental Conservation (DEC), in conjunction with the Central Pine Barrens Wildfire Task Force, will hold the ninth annual New York Wildfire and Incident Management Academy (NYWIMA) from October 20 through October 30, 2006 at the Brookhaven National Laboratory in Upton, NY.
This year's Academy will be the largest Academy ever with 38 courses being offered. Course offerings include training opportunities for beginning and veteran firefighters and include some never before offered classes such as Introduction to Incident Information (S-203), Driving for the Fire Service (S-216), Extended Attack Incident Commander (S-300), Smoke Management Techniques (RX-410), Situation Unit Leader (S-346), Resources Unit Leader (S-348), Sandtable Train the Trainer and Facilitative Instructor (M-410). The Academy will also offer for free National Incident Management System An Introduction (IS-700) and National Response Plan An Introduction (IS-800).
"This year's incident command and wildland firefighter training courses represent a real expansion of the Academy's course offerings," Academy Coordinator Charles T. Hamilton said. "Emergency response agencies across the nation now recognize that the establishment of a highly functional command system at the start of an emergency response is one of the best ways to safely and efficiently manage an incident so that emergency response personnel and the public are protected."
This year's Academy will also once again offer several course groupings that closely follow position training qualification listings for wildland and prescribed fire positions found in PMS 310-1 Wildland and Prescribed Fire Qualifications System Guide and FSH 5109.17 Fire and Aviation Management Qualifications Handbook. Course groupings include concentrated training programs focusing on the training necessary for wildland firefighters to perform in Firefighter Type 1, Crew and Engine Boss, Incident Commander Type 3 and Type 4 positions, and Prescribed Fire Burn Boss (RXB1) positions.
DEC will conduct the Academy along with a consortium of federal, state and county agencies including: (Federal) Brookhaven National Laboratory, Bureau of Land Management, National Park Service, United States Forest Service, United States Fish and Wildlife Service (State) Central Pine Barrens Commission, Central Pine Barrens Wildfire Task Force, Massachusetts Department of Conservation and Recreation, New Jersey Forest Fire Service, New York State Emergency Management Office, New York State Office of Fire Prevention and Control (County and Other Organizations) Suffolk County Department of Fire, Rescue, and Emergency Services, Suffolk County Department of Parks, Recreation, and Conservation, the Arizona and Colorado Wildfire Academies, The Nature Conservancy and the Northeast Compact, an international organization focusing on wildland fire prevention, education and suppression activities. The Compact is composed of representatives from seven northeastern states and three Canadian provinces.
The Academy was developed in response to the 1995 Long Island Pine Barrens wildland fires as well as to the increased overall frequency of wildland fires on Long Island. As it enters its ninth year of operation the Academy has now grown from 102 students in 1998 to 612 students in 2003. Students in 2004 came from 36 states and one Canadian province stretching from Maine to Washington and from New Brunswick to Florida.
"In addition to our new course offerings, we will once again offer courses in Basic Wildland Firefighting and Wildfire Behavior and Fire Operations in the Urban Interface," Mr. Hamilton said. "These courses are particularly useful for volunteer firefighters and any other individuals who are interested in learning about wildland firefighting and incident management. We are also pleased to offer two never before offered Planning courses and one Public Information Officer course which will provide local government agency personnel with the knowledge they need to fill positions on large-scale emergency management incidents."
The Central Pine Barrens Joint Planning and Policy Commission has also agreed to provide 15 scholarships for local volunteer firefighters who enroll in Fire Operations in the Urban Interface (S-215) in order to aid Long Island-based fire departments' ability to respond to the threat of wildland and urban interface fires.
All courses will be taught by certified wildland fire and incident command instructors, and meet all National Wildfire Coordination Group (NWCG) standards.
"In addition to being qualified as certified instructors, many members of Academy's instructor staff and its overhead staff have spent years serving in a variety of incident command positions, including serving as incident commanders on Type I and Type II incident command teams that have responded to wildland fires, hurricane relief efforts and other man-made and natural disasters."
Tuition fees are once again being waived for the annual firefighter refresher training being offered once during the Academy's operation.
Class registrations must be received by the close of business on Friday, September 29, 2005. Students whose registrations are postmarked after this date will be assessed an additional $5 per day for each day of class enrollment. Classes that do not meet minimum enrollment standards by September 20 will be cancelled.
All students who are planning on attending this year's Academy should consult with their supervisor or their unit's training officer to determine what courses they should take. As in past years, Academy courses will be filled on a first come/first served basis. While students are welcome to choose any courses they desire, it is anticipated that this year's Academy course groupings may result in greater demand so early registration is extremely urged as there are only a limited number of class spaces available for certain courses.
