Is It possible to register a boat with out a bill of sale? if someone gave you a boat with out any paper work and you can not get in touch with them what do you do?

The short answer is no. I recommend hiring a registration service to track down the old owner via the NY #s. Then you can apply for a replacement registration or transferable registration (depending on the year of the boat).
